7.D. - Page 46 of 126 <br />City of Redwood City <br />Mixed -Use Live/Work and Emergency Shelter Zoning Amendment Project <br />Impact 4.7-5: Adoption of the General Plan would allow <br />development in areas that are at risk for wildland fires. <br />Hydrology and Water Quality <br />Less than Fire risk zones in Redwood City are primarily along the western <br />significant border of the city in the hillside neighborhoods (California <br />Department of Fire and Forestry 2008). As shown in Figure 2, the <br />blocks impacted by the proposed project are located in the <br />eastern and central portions of Redwood City, distant from <br />hillsides. MULW zoning district occur solely in portions of the city <br />surrounded by urban development and they have low fire hazard <br />risk. <br />Impact 4.8-1: Construction activities associated with Less than <br />development allowed by the General Plan could disturb surface significant <br />soils by grading, earthmoving, and vegetation removal, which <br />could result in erosion, sedimentation, and contamination of <br />stormwater runoff, potentially in violation of water quality <br />standards. <br />30 <br />The proposed project would increase density and intensity of <br />development in the MULW district beyond levels previously <br />analyzed in the Final EIR and 2013 Addendum to the Final EIR. No <br />changes to the existing General Plan or Comprehensive 2013 <br />Zoning Ordinance Amendment policies are proposed. City <br />standard conditions of approval for erosion control plans would <br />remain in place. Table 1 shows that the proposed project would <br />result in an increase in allowable building height of up 20 feet <br />above existing limits while the maximum allowed FAR would <br />remain the same as existing conditions under the General Plan. <br />Therefore, the total disturbed area and associated water quality <br />impacts resulting from development under the proposed project <br />would not substantially exceed those analyzed in the Final EIR or <br />2013 Addendum to the General Plan EIR. <br />Similar to the conclusions in <br />the General Plan EIR, the <br />proposed project would <br />result in less than significant <br />impacts from wildland fires. <br />No new or more severe <br />impacts would occur. <br />Impacts would be within <br />the scope of those <br />identified in the General <br />Plan EIR. <br />Similar to the conclusions in <br />the General Plan EIR, the <br />proposed project would <br />result in less than significant <br />impacts from erosion, <br />sedimentation, and <br />contamination of runoff.
