7.D. - Page 45 of 126 <br />Impact 4.7-2: Adoption of the General Plan would allow the Less than <br />redevelopment of sites with known or unknown soil and/or significant <br />groundwater contamination and/or buildings containing <br />asbestos or lead-based paint, which could expose construction <br />workers and/or the public to these hazardous materials. <br />Impact 4.7-3: Adoption of the General Plan would allow for new Less than <br />development within an area covered by an adopted airport land significant <br />use plan. <br />Impact 4.7-4: Adoption of the General Plan would allow for new Less than <br />development and an increase in population and housing, which significant <br />could introduce additional traffic and potentially impact <br />emergency response and evacuation planning. <br />Addendum to the Final Environmental Impact Report <br />The proposed project would not involve changes in proposed <br />land uses, nor would it allow development on properties not <br />already analyzed in the Final EIR. General Plan Implementation <br />programs address potential risks associated with hazardous <br />materials, including Program PS -48, which requires a Phase I site <br />assessments for commercial and industrial properties being <br />redeveloped. The proposed project would not result in any new <br />impacts beyond those already analyzed. <br />The proposed project would increase maximum allowable <br />building height in the MULW zoning district. Of the 30 total <br />blocks zoned MULW, five blocks are located in Area B of the San <br />Carlos Airport Influence Zone (County of San Mateo 2004). <br />Increased allowable building height on these blocks could result <br />in a safety hazard for people residing or working in the project <br />area. However, based on the assumptions stated above, any local <br />land use policy changes, such as the proposed project, would be <br />reviewed by the San Mateo County Airport Land Use Commission <br />prior to approval. Additionally, the project would not involve <br />revisions to General Plan policies and implementation programs <br />related to aviation safety. <br />Buildout of the proposed project could increase population to <br />1,269 residents above the population growth anticipated to <br />occur by the year 2030, as described in the General Plan EIR. <br />Implementation of the proposed project could generate <br />additional traffic and carbon monoxide emissions. However, the <br />population increase would represent a 1.4 percent increase over <br />the anticipated future (2030) population estimates (1.4 percent). <br />The proposed project would not alter existing General Plan <br />policies and programs related to emergency response plans or <br />transportation infrastructure. Growth associated with the <br />proposed project would represent only minor increase in the <br />population above existing general plan population projections <br />and the proposed project would not alter existing policies related <br />to emergency response and evacuation plans. <br />Environmental Analysis <br />Similar to the conclusions in <br />the General Plan EIR, the <br />proposed project would <br />result in less than significant <br />impacts from contaminated <br />soil or groundwater, or <br />from demolition. No new or <br />more severe impacts would <br />occur. Impacts would be <br />within the scope of those <br />identified in the General <br />Plan EIR. <br />Similar to the conclusions in <br />the General Plan EIR, the <br />proposed project would <br />result in less than significant <br />impacts to adopted airport <br />land use plans. No new or <br />more severe impacts would <br />occur.
