7.D. - Page 49 of 126 <br />Impact 4.10-2: Ground vibration levels resulting from railroad <br />train operations at the setback of proposed residences could <br />exceed appropriate vibration thresholds and could expose <br />people to groundborne vibration. <br />Less than The Final EIR determined that construction under the General <br />significant with Plan would result in less than significant impacts with <br />mitigation implementation of mitigation that requires the preparation of a <br />site-specific vibration study for any residential or vibration - <br />sensitive development proposed within 100 feet of the <br />centerline of the railroad tracks. This mitigation would continue <br />to apply to the areas covered by the proposed project. In <br />addition, several policies and implementation programs in the <br />Public Safety Element of the General Plan would minimize the <br />impacts of temporary construction noise, including Policies PS - <br />13.6 and PS -13.8 and Programs PS -60, PS -63, and PS -73. These <br />policies require all exterior noise sources to use noise <br />suppression devices to bring noise levels to an acceptable <br />threshold by implementing standard construction noise controls, <br />enforcing existing construction and maintenance hours, and <br />educating construction workers and developers regarding noise <br />reduction measures. The proposed project does not present any <br />changes to these policies and programs. <br />Furthermore, construction activities under the proposed project <br />would be substantially similar to that previously analyzed in the <br />Final EIR. Therefore, no new impact or change in circumstances <br />that would affect the environment would occur. <br />Impact 4.10-3: Estimated increased vehicular traffic and Less than <br />transportation and infrastructure improvements allowed for by significant <br />the General Plan could result in a permanent increase in <br />ambient noise levels. <br />Impact 4.10-4: Construction noise caused by development Less than <br />allowed under the General Plan would cause a temporary or significant <br />periodic increase in noise exposure above ambient levels. <br />Addendum to the Final Environmental Impact Report <br />The land uses in the MULW zoning district was evaluated in the <br />Final EIR, and the proposed project would not allow any new <br />land uses not analyzed in the Final EIR but would allow for <br />increased height and density for projects that incorporate <br />qualified community benefits. There would not be an increase in <br />on-site stationary noise sources, such as heating, ventilation, and <br />air conditioning equipment and systems and utility transformers, <br />under the proposed project. Therefore, the proposed project <br />would result in no new or substantially more severe significant <br />impacts related to conflicts with applicable noise standards <br />beyond those identified in the Final EIR. <br />Since the proposed project contains similar uses that would <br />result in the same traffic impacts as those evaluated (refer to <br />Appendix TRA), it would generate in no new or more severe <br />impacts related to conflicts with applicable noise standards and <br />increases in ambient noise levels and groundborne vibration due <br />to traffic beyond those identified in the Final EIR. <br />Environmental Analysis <br />The proposed project would <br />result in less than significant <br />impacts from vibration. No <br />new or more severe <br />impacts would occur. <br />Impacts would be within <br />the scope of those <br />identified in the General <br />Plan EIR. <br />Similar to the conclusions in <br />the General Plan EIR, the <br />proposed project would <br />result in less than significant <br />impacts from permanent or <br />temporary noise increases. <br />No new or more severe <br />impacts would occur. <br />Impacts would be within <br />the scope of those <br />identified in the General <br />Plan EIR. <br />33 <br />650 <br />
