7.D. - Page 63 of 126 Environmental Analysis 3.5 Other CEQA Required Discussions The proposed project would not substantially change the discussion and findings presented for the General Plan in Section 7, Other CEQA Required Discussions, of the certified Final EIR. These other required discussions include growth inducement, unavoidable significant effects, environmental effects found not to be significant, and issues not present. As described above in Section 3.3, the proposed project would result in no new or substantially more severe significant direct, indirect, or cumulative impacts beyond those identified in the previously certified Final EIR for the General Plan. Therefore, the proposed project would also result in no new or substantially more severe significant and unavoidable impacts, growth -inducing effects, irreversible environmental effects, or energy effects beyond those previously discussed in the certified Final EIR. 3.6 Conclusion As demonstrated in the discussions above regarding the potential effects of the proposed project, no substantial changes are proposed to the General Plan nor have substantial changes in circumstances occurred that would require major revisions to the certified Final EIR prepared for the General Plan. Significant impacts beyond those identified and analyzed in the certified Final EIR would not be expected to occur because of the proposed project. Overall, the proposed project would result in no new information of substantial importance that would have new, more severe impacts, new mitigation measures, or new or revised alternatives from those identified in the certified Final EIR or in the 2013 Addendum. The 2013 Addendum found that the Zoning Ordinance would have no new or more severe impacts beyond those identified in the certified Final EIR. As such, the proposed project would not result in conditions identified in CEQA Guidelines Section 15162, and supplemental environmental review or a Subsequent EIR is not required for the proposed project. The proposed project would be subject to all previously required mitigation measures from the certified Final EIR, as applicable. The MMRP adopted for the General Plan on October 13, 2010, would continue to be applicable to the proposed project. Based on the above analysis, this Addendum to the certified Final EIR for the General Plan has been prepared in accordance with CEQA Guidelines Section 15164.
