7.D. - Page 63 of 126 <br />Environmental Analysis <br />3.5 Other CEQA Required Discussions <br />The proposed project would not substantially change the discussion and findings presented for the <br />General Plan in Section 7, Other CEQA Required Discussions, of the certified Final EIR. These other <br />required discussions include growth inducement, unavoidable significant effects, environmental <br />effects found not to be significant, and issues not present. As described above in Section 3.3, the <br />proposed project would result in no new or substantially more severe significant direct, indirect, or <br />cumulative impacts beyond those identified in the previously certified Final EIR for the General Plan. <br />Therefore, the proposed project would also result in no new or substantially more severe significant <br />and unavoidable impacts, growth -inducing effects, irreversible environmental effects, or energy <br />effects beyond those previously discussed in the certified Final EIR. <br />3.6 Conclusion <br />As demonstrated in the discussions above regarding the potential effects of the proposed project, <br />no substantial changes are proposed to the General Plan nor have substantial changes in <br />circumstances occurred that would require major revisions to the certified Final EIR prepared for the <br />General Plan. Significant impacts beyond those identified and analyzed in the certified Final EIR <br />would not be expected to occur because of the proposed project. Overall, the proposed project <br />would result in no new information of substantial importance that would have new, more severe <br />impacts, new mitigation measures, or new or revised alternatives from those identified in the <br />certified Final EIR or in the 2013 Addendum. The 2013 Addendum found that the Zoning Ordinance <br />would have no new or more severe impacts beyond those identified in the certified Final EIR. As <br />such, the proposed project would not result in conditions identified in CEQA Guidelines Section <br />15162, and supplemental environmental review or a Subsequent EIR is not required for the <br />proposed project. The proposed project would be subject to all previously required mitigation <br />measures from the certified Final EIR, as applicable. The MMRP adopted for the General Plan on <br />October 13, 2010, would continue to be applicable to the proposed project. Based on the above <br />analysis, this Addendum to the certified Final EIR for the General Plan has been prepared in <br />accordance with CEQA Guidelines Section 15164. <br />Addendum to the Final Environmental Impact Report 47 <br />.
