7.D. - Page 77 of 126 <br />Redwood City Rezoning February 7, 2019 <br />Methodology <br />This section describes the methods used to determine the traffic conditions. It includes the methods <br />used for level of service calculations and describes the level of service standards, as well as the criteria <br />for project impacts. The methodology for level of service in this report is the same as the level of <br />service in the Redwood City General Plan EIR, which bases LOS for roadway segments on vehicle <br />density ranges. <br />To determine the additional traffic added to the roadway network from the proposed rezoning, the <br />number of trips generated by the proposed number of additional dwelling units were added to study <br />roadway segments based on existing travel patterns. <br />Road Segment Level of Service <br />Level of service (LOS) describes the operating conditions experienced by motorists. LOS is a <br />qualitative measure based on a number of factors, including speed and travel time, traffic interruptions, <br />freedom to maneuver, driving comfort, and convenience. LOS is designated "A" through "F" from best <br />to worst, which covers the entire range of traffic operations that might occur. LOS "A" through "D" <br />generally represent traffic volumes at less than capacity, LOS "E" represents traffic volumes at <br />capacity, and LOS "F" represents traffic volumes over capacity. <br />This study evaluated LOS for road segments to determine the performance of the existing street <br />system. The same evaluation can be conducted for intersections; however, intersection LOS is <br />generally more applicable to project -level traffic analyses where traffic is sufficiently focused to justify a <br />more precise level of evaluation. <br />Road Segment Level of Service Standards and Impact Criteria <br />The City of Redwood City standard for roadways is LOS D for roadways that are not downtown or part <br />of the Congestion Management Program (CMP) network. Roadways located in downtown Redwood <br />City have a standard of LOS E. Roadways part of the CMP network have varying standards, depending <br />on the segment. For roadway segments, LOS is based on two-way peak hour volumes which provide a <br />general representation of traffic operations and flow along a segment. Table 3 shows the criteria for <br />LOS on roadway segments. <br />In Redwood City, facilities registering LOS E or LOS F would be considered as operating at an <br />unacceptable level. The City of Redwood City's General Plan considers a project to have a significant <br />impact if either of the following happen: <br />Cause an increase in traffic that is substantial in relation to the existing traffic load and capacity <br />of the street system, <br />a. Cause a roadway segment that currently operates at LOS D or better to degrade to LOS <br />E or LOS F. <br />b. Increase roadway volumes by more than five (5) percent at roadways that currently <br />operate at LOS E or LOS F. <br />678 <br />
