Notes:
1. The L05 capac'tythresho ds are based on HCM 2000 methodology and are generally
appropriate
for
suburban areas.
2. Peak hour capac'tes are assumed to be Sa percent ofthe daily traffic volume.
3. LOSA and B are not achievable for arter'.a. roadways based on the HCM 2000 methods and def'n't'ons.
4. TW LTL = Two-way left -turn lane
5. For co I lector roadway segments, the capacity limitation -is re lated to neighborhood
qua 1-ity of
1-ife
rather than the physical carrying capacity of the road. This assumes a standard suburban neighborhood,
4a -foot roadway width, and 25 mile per hour speed limit with normal speed Violation rates.
A freeway segment is considered to operate at an acceptable level of service if the segment operates
at or better than the level of service standard identified for that segment by the County congestion
management agency. Per CMP technical guidelines, analysis for freeway segment level of service is
required for segments to which the project is expected to add one percent or more to the segment
capacity.
Roadway segments analyzed were selected based on available future volume data from the 2010
Redwood City Environmental Impact Report. Figure 2 shows the roadway segments that were analyzed
as part of the transportation study.
