<br />7A <br />Page 19 <br /> <br />anticipated roles for Hogle-Ireland and City planning staff. <br /> <br />Below is an anticipated outline of what is anticipated to be presented and discussed within <br />various meetings and media within each wave. <br /> <br />Wave 1: Re-Launch General Plan <br />Meetings and media will convey the following messages (precise wording will be adjusted based <br />on audience/medium) <br />. Recap General Plan Process to date, identifying areas where consensus has been <br />achieved (reconfirm guiding principles/vision statements) <br />· Introduce land use, transportation and housing issue areas - use photos/case study <br />examples to show range of potential options available to different parts of Redwood <br />City. <br />· Solicit comments on potential direction for land use, transportation, and housing <br />scenarios to be developed. <br />· Identify full range of avenues for public comment and involvement throughout the <br />remainder of the process - introduce other media, other meetings <br /> <br />Wave 2: Shaping Our Future <br />This wave will be based largely upon the "What If?" scenarios developed by Hogle-Ireland in Task <br />6 of this scope. Meetings and media will convey the foIlowing messages (with precise wording to <br />be adjusted depending on audience/media) <br />. Recap of public comments heard in Wave 1 <br />. Recap of General Plan process/guiding principles/vision statements <br />· Introduction/presentation of .What If' scenarios - and discussion of how they are <br />grounded in guiding principles/vision statements and other public comment to date <br />· Provide opportunities for comment on scenarios -likely tobea combination of open- <br />ended questions, rankings, preferences, likes/dislikes. <br />· Identify resources for more information <br />. Identify key next stepslimportant dates in General Plan process <br /> <br />Wave 3: Validation/Celebration <br />This wave will showcase the scenario (or scenarios) from Wave 2 around which there is the <br />greatest positive consensus. By this time, it is anticipated Hogle-Ireland will have developed draft <br />General Plan Elements based on this scenario/these scenarios. Meetings and media in this wave <br />will thus convey the following messages: <br /> <br />· "You talked, we listened - did we get it right?" - Recap of General Plan guiding <br />principles, vision statements, and public comment in waves 1 and 2: demonstration <br />that all of the above shaped the alternative scenarios and selection of preferred <br />scenario <br />· Demonstration of how land use/housing/transportation goals and policies (developed <br />within draft elements) support achievement of preferred scenario <br />· Identify tools, mechanisms, and timeframes associated with achieving preferred <br />scenario - key players, indicators of success -create a constituency for the Plan as <br />it is tested with real projects in the future <br /> <br />3.2 Review and Refine Contact Database <br /> <br />CirclePoint anticipates that over the initial few years of the New General Plan project, City staff <br /> <br />SCOPE OF SERVICES <br />Redwood City General Plan <br />January 11, 2008 <br />Page 4 <br />
