<br />7A <br />Page 31 <br /> <br />Environmental to complete technical studies addressing geotechnical issues. BASELINE will: <br /> <br />· Describe the regional and site-specific geologic and seismic conditions for the <br />project, based on review of information prepared for the Downtown Precise Plan <br />and other available technical reports. This would include a description of those <br />areas that may be underlain by serpentine and/or cinnabar- bearing geologic <br />materials; <br />· Identify potential sources of regional earthquakes and describe expected levels <br />of seismic effects within the General Plan area, including seismic shaking, lateral <br />spreading and earthquake-induced liquefaction. Regional liquefaction hazard <br />area mapping would be reviewed, however site-specific geotechnical <br />investigations, when available, are the preferred tool for determining liquefaction <br />hazards at particular sites; . <br />· Describe soil conditions (including erosion hazards and shrink..,swell potential) on <br />the basis of Natural Resource Conservation Service (formerly known as the Soil <br />Conservation Service) mapping and other available information; and <br />· Describe existing local policies from the current General Plan and Zoning <br />ordinance that address soils and geology. <br /> <br />Hazards - BASELINE Environmental will prepare the hazards discussion. Historic land uses <br />in Redwood City include a number of uses associated with hazardous materials, including <br />agricultural land uses and electronics manufacturing. These land uses may have potentially <br />left residues of hazardous materials in soils and groundwater that could affect human health <br />and the environment. These hazardous materials could potentially pose a health risk to <br />future residents and workers in the City, who may come into contact with contaminants in <br />soils or volatile contaminants in air that may migrate from the soil and accumulate within <br />buildings. Persons potentially exposed to hazardous materials in the City include "sensitive <br />receptors," populations such as children, the elderly, and the infirm, which are particularly <br />susceptible to health effects from contamination. BASELINE will describe: <br /> <br />· Existing hazardous materials issues at the project site and immediate vicinity, <br />based on a review of available environmental investigation reports and <br />documentation, including materials collected for the .Downtown Precise Plan. <br />Known active hazardous materials release sites at and adjoining the City would <br />be identified and mapped, based on information from regulatory agency files and <br />databases; . <br />· The existing regulatory framework for hazardous materials and hazardous waste, <br />highlighting those regulations and programs that may apply to development of <br />the project; and <br />· local laws and policies, including existing General Plan policies and the Zoning <br />Ordinance. <br /> <br />Fire Hazards - Hogle-Ireland will prepare a brief report address wildland fire hazards and fire <br />urban potential (including fires following earthquakes) 'based on published sources and <br />interviews with the City Fire Department. <br /> <br />5.6 Draft Historic Resources Report <br /> <br />Team member JRP will review the standard sources of information that list and identify known <br />and potential historical resources (including any recent DPR forms the City has prepared) to <br />determine the current status of historical resources within the study area.
