<br />7A <br />Page 32 <br /> <br />Office of Historic Preservation Determinations of Eligibility for the NRHP, California Inventory of <br />Historic Resources, California Historical Landmarks, and California Points of Historical Interest. <br />JRP will conduct a .site visit to Redwood City to review current documentation on historical <br />resources. As necessary, J.RP will conduct a records search at the California Historical <br />Resources Information System, Northwestlnform8tion Center at Sonoma State University and <br />will review previously prepared documents such as EIRs and historical resources inventory and <br />evaluation reports. <br /> <br />The draft historic resources report will describe all information sources consulted (including any <br />DPR forms the City has completed) in assessing whether the General Plan program will cause a <br />substantial adverse change to historical resources as identified in the description of current <br />conditions. If a substantial adverse change to historical resources is identified, the report will <br />provide suggested mitigation measures to reduce or eliminate those impacts. JRP will work <br />closely with the City's Historic Resources Advisory Committee (HRAC) to prepare the draft <br />Historic Resources Report and the draft Historic Element. <br /> <br />5.7 Draft Housing Element Report <br /> <br />The Housing Element is one of the seven General Plan elements mandated by the State of <br />California. Sections 65580 to 65590 of the California Government Code contain the legislative <br />mandate for the housing element. Government Code Section 65581 states that it is the intent of <br />the Legislature: <br /> <br />· To assure that counties and cities recognize their responsibilities in contributing to the <br />attainment of the state housing goal. <br />· To assure that counties and cities will prepare and implement housing elements which, <br />along with federal and state programs, will move toward attainment of the state housing <br />goal. <br />· To recognize that each locality is best capable of determining what efforts are required by <br />it to contribute to the attainment of the state housing goal, provided such a determination <br />is compatible with the state housing goal and regional housing needs. <br />· To ensure that each local government cooperates with other local govemments in order <br />to address regional housing needs. <br /> <br />A Housing Element should clearly identify and address, at a minimum, each component listed <br />below: <br /> <br />· An assessment of housing needs and an inventory of resources and constraints relevant <br />to the meeting of these needs. <br />· A statement of the community's goals, quantified objectives, and policies relative to the <br />maintenance, preservation, improvement, and development of housing. <br />· A program which sets forth a five-year schedule of actions the local government is <br />undertaking or intends to undertake to implement the policies and achieve the goals and <br />objectives of the housing element. <br /> <br />State law also requires the City to identify adequate sites for housing, including rental housing, <br />factory-built housing, and mobile homes, and make adequate provision for the existing and <br />projected needs of all economic segments of the community. Our experience with recent housing <br />elements in other jurisdictions has shown that the Department of Housing and Community <br />Development (HCD) asks for detailed information regarding ~xactly where ina community <br />housing sites are available to meet projected housing needs, and what sources of funding will be <br />used to help meet these needs.
