<br />7A <br />Page 33 <br /> <br />Element may pose a challenge. <br /> <br />While the Association of Bay Area Governments (ABAG) is responsible for distributing the <br />regional housing needs to cities in the ABAG region, pursuant to Government Code Sections <br />65584-65584.05, the 20 cities of San Mateo County and the County of San Mateo have become <br />a member of a Countywide "Subregion," an ad hoc joint powers authority formed specifically to <br />locally administer ABAG'sRegional Housing Needs Allocation or RHNA process. The City/County <br />Association of Governments of San Mateo County (C/CAG)is charged with distributing the <br />regional housing need to the cities in the County including Redwood City. In addition, the adopted <br />RHNA methodology for the San Mateo .sub region includes opportunities for the cities and the <br />County to negotiate additional trades between jurisdictions. For the 2007 - 2014 RHNA cycle, the <br />draft housing allocation for Redwood City is approximately 1 ,832 units. This allocation may <br />change slightly as the County finalizes the RHNA allocation. Final housing need allocation will be <br />released in June 2008 with an ABAG housing element deadline of June 30, 2009. <br /> <br />"1a1_~.~..IlIr" <br />Very low income 418 <br />Low income 300 <br />Moderate income 354 <br />Above moderate income 760 <br />Total Units 1 ,832 <br /> <br />The Housing Element for Redwood City will establish policies, procedures and incentives aimed <br />toward the maintenance and expansion of the housing supply to adequately accommodate the <br />City's existing and future households. The new Housing Element will institute policies that will <br />guide decision-making, and will establish an action program to implement housing goals through <br />2014. <br /> <br />The Housing Element cycle for the ABAG region requires adoption of a new Housing Element by <br />June 30, 2009. We have put together the folloWing approach based on our experience preparing <br />numerous housing elements and knowing that HCD will look closely at the analysis of sites <br />available to meet the current RHNA allocation of 1.832 units at the specified income levels. Our <br />scope provides for adoption of the Housing Element by June, 30 2009. Additional time may be <br />required beyond this date to satisfy all HCD requirements given that the City did not adopt their <br />previous housing element - reviewed by HCD in 2004. <br /> <br />The Housing Element involves these basic components: 1) an assessment of the City's housing <br />needs; 2) analysis of the constraints to meeting identified housing needs; 3) identification of <br />specific and adequate sites to meet existing and projected housing needs; 4) p(epare a housing <br />implementation strategy; 5) drafting the housing element; and 6) revising the draft for review by <br />the HCD. <br /> <br />Subtask 5.7.1 Review Existing Documents <br /> <br />Hogle-Ireland will review City documents to aid in under~tanding local conditions and the <br />community's housing needs. The following documents will help us understand current conditions: <br /> <br />· Most current Adopted and Certified Housing Element <br />.
