<br />7A <br />Page 41 <br /> <br />The City Council and Planning Commission have conceptually approved the Parks and Open <br />Space Element. We will revise the Element to focus on parks and recreation resourceS, with the <br />treatment of open spaces for resource conservation included instead in the Natural Resources <br />and Open Space Element. The Parks and Recreation Element will be reformatted to match the <br />overall structure developed for the new General Plan, graphics will be revised to conform to the <br />new General Plan graphics format, and we will update information as may be required to respond <br />to land use changes and/or comments received during the public outreach. <br /> <br />7.8 Natural Resources and Open Space Element <br /> <br />This element will address open space areas used for the conservation of resources (e.g., habitat, <br />watershed protection, flood control), as well as other important natural resources such as air <br />quality, energy, water supply, and the night sky. One focus of this element will be sustainability <br />and how preservation of all resources addressed contribute to the long-term health of Redwood <br />City and its residents. Another topic of keen interest will be global warming and how the City will <br />do its part to address the requirements of AB32.lf the State has published AB32 implementation <br />guidelines by this juncture, we will ensure that the element (and other portions of the Plan) <br />complies with the guidelines. <br /> <br />7.9 Cultural Resources and Human Needs Element <br /> <br />This element will incorporate the contents of what is currently three separate current (1990) or <br />draft elements: Culture, Child Care, and Human Services. <br /> <br />7.10 Public Safety Element <br /> <br />We proposed to address all safety-related and noise topics in the Public Safety Element. The <br />existing noise and safety elements will be evaluated for compliance with State law and <br />regulations. Text, maps, and graphics will be updated with current data and conditions. Key <br />issues include noise from transportation sources (train, highways) and stationery sources, <br />geologic hazards including earthquake and tsunami, hazardous materials transport, the <br />presences of San Carlos Airport, and the potential adverse affects associated with a rise in sea <br />level due to global warming (a key issue also to be addressed in the other elements as <br />necessary). <br /> <br />7.11 Glossary <br /> <br />The General Plan will include a comprehensive illustrated glossary. <br /> <br />7.12 Implementation Program <br /> <br />A detailed Implementation Program is important for prioritizing City actions to be undertaken to <br />implement the General Plan goals and policies. The Implementation Program is also important to <br />identifying funding sources and responsible organizations. We will prepare such a program to be <br />inCluded in the General Plan or as an appendix, to be determined by the City. Byadoptin9 the <br />Implementation Program separately, the City Council can amend the Program annually to reflect <br />changing priorities without having to undertake a General Plan Amendment. We will prepare an <br />Implementation Program for aHelements.
