<br />8A <br />Page 1 <br /> <br />. . <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 28, 2008 <br /> <br />SUBJECT <br />The Preserve at Redwood Shores (Area H) <br /> <br />RECOMMENDATION <br />1) Adopt a Resolution amending the General Plan land use map of the subject <br />property from Low and Medium Density Residential, Commercial/Office, Open <br />Space, and Urban Reserve to Medium Density Residential, Schools, Public and <br />Quasi Public, and Open Space. (Attachment 1) <br />2) Introduce an Ordinance amending Article 60, Zoning Map 20 (Peninsula <br />Neighborhood) to rezone the subject property from TP (Tidal Plain) to P (Planned <br />Community) District. (Attachment 2) <br />3) By Resolution, adopt the Preserve at Redwood Shores Precise Plan with <br />recommended changes (the <<Precise Plan"), adopting and incorporating the <br />Mitigation Monitoring and Reporting Program into the Precise Plan, and making the <br />required CEQA findings. (Attachments 3 and 4) <br /> <br />BACKGROUND <br />The City has received an application for a mixed use school/residential/open space <br />development in Redwood Shores. The project referred to as "The Preserve at Redwood <br />Shores" would be located on two parcels: a 109-acre parcel commonly known as Area H, <br />and an undeveloped 5-acre parcel located adjacent to the southwest corner of Area H. <br />Area H is the last major parcel of potentially developable land on the Redwood Shores <br />Peninsula. Located on the north side of Shearwater Parkway at the northeastern edge of <br />the Redwood Shores Peninsula, the Area H parcel consists of 109 acres of undeveloped <br />land diked from tidal flows, including approximately 25 acres of degraded seasonal <br />wetlands. Please refer to the location map in the Draft Precise Plan sent under separate <br />cover. <br /> <br />The proposed development of the 114-acre site includes a restored tidal wetlands area of <br />92.5 to 93.5 acres (including levees, public access trail, and a channel/lagoon), 144 to 158 <br />townhomes, a 7 -acre eiementary school site to serve up to 450 students, and a 3.5-acre <br />neighborhood park, together with levees, site circulation, public access, and utilities. Over <br />the years there has been a growing shortage of classroom space for children residing in <br />Redwood Shores. The Belmont-Redwood Shores School District schools are now at <br />capacity and do not have sufficient capacity to serve the projected population growth. As <br />a result there was a community effort to locate a new elementary school in the area. The <br />Belmont-Redwood Shores School Board and its appointed New Shores School Advisory <br />Committee conducted a total of 10 public meetings over an 8-month period to evaluate <br />new school site alternatives.
