<br />8A <br />Page 2 <br /> <br />most appropriate location for the new Redwood Shores school. <br /> <br />The Precise Plan includes two site plan variations, i.e. Site Plan A - Muted Tidal and Site <br />Plan B - Fully Tidal.1 In the Muted Tidal alternative, the existing outer levee would be <br />retained around Area H and controlled tidal inlets would be provided to restore tidal action <br />to the wetlands without impacting the flood protection provided by the outer levees. In the <br />Fully Tidal alternative, the outer levees would be breached and portions would be removed <br />to restore full tidal action to the site. The applicant's preference is to implement the Fully <br />Tidal alternative if approved by Federal and State agencies.2 The U.S. Department of Fish <br />and Wildlife Service in a letter dated October 7, 2007 recommended the Fully Tidal <br />Alternative. The DEIR identified significant environmental impacts in the <br />following areas: Visual Resources; Transportation; Circulation and Parking; Air Quality; <br />Noise; Geology, Soils and Seismicity; Hydrology and Water Quality; Hazards and <br />Hazardous Materials; Biological Resources; and Cultural Resources. The findings outlined <br />in the DEIR indicated that all significant impacts could be mitigated to less-than-significant <br />levels with the implementation of recommended mitigation measures. Thus, the project <br />would not create any significant unavoidable impacts. The DEIR also included an <br />examination of the environmental impacts for alternatives to the project as required by <br /> <br />1 Site plans of these alternatives are found on pages 40 and 41 of the Precise Plan. <br />2 The Final Precise Plan will clearly state that the Fully Tidal Alternative is the preferred development <br />strategy and that the Muted Tidal Alternative will be developed only if the Fully Tidal Alternative is not <br />permitted. <br />
