<br />8A <br />Page 3 <br /> <br />State law. <br /> <br />The DEIR was circulated for public review and comment for a 45-day public review period <br />from September 24 to November 8, 2007. The Planning Commission also held a public <br />hearing on October 15,2007 to receive public comments on the DEIR and the project. <br /> <br />The City prepared a Final Environmental Impact Report (FEIR) pursuantto CEQA including <br />all the responses to comments.3 On December 18, 2007, the Planning Commission. <br />certified the FEIR, and by so doing deemed the document adequate and complete per <br />CEQA, and made all the appropriate findings. No other action is required for the FEIR at <br />this time: Copies of the FEIR are available in the City Clerk's office, and posted on the <br />City's \Nebsite. <br /> <br />The City received comments on the DEIR for a range of topics including traffic issues, <br />water supply, public access, and housing density. A number of other comments on the <br />DEIR and draft Precise Plan related to whether or not recycled water would be used at the <br />proposed school yard and public park. On January 7, the City Council considered and <br />approved a recycled water policy specific to the Area H site, whereby the new school and <br />City park would not be connected to the City's recycled water distribution system. <br />However, the developer of the town homes would be encouraged to use recycled water for <br />irrigation meters serving the homeowner's association controlled common areas within the <br />residential, street medians, parking areas, and wetland restoration areas. This newly <br />adopted recycled water policy will be included in the final Precise Plan for the Project. <br /> <br />The School District has expressed a preference to use artificial turf for the playing fields. <br />Natural turf will be used if artificial turf proves infeasible within design and budget <br />constraints, which will be determined during the school design process. These playing <br />fields may jointly be used by both the school children and the community as a whole; <br />discussions with the School District staff are under way. <br /> <br />The School District also recognizes the need for after-school child care. It is exploring with <br />the City's Childcare Coordinator funding sources for on-site facilities and possible child <br />care providers. <br /> <br />The City of Redwood City was the lead agency for the environmental review of the <br />proposed project. The Belmont-Redwood Shores School District is a responsible agency <br />and will use the FEIR in its consideration of the acquisition of the proposed school site and <br />construction of the elementary school. The District intends to begin construction in early <br />2009. <br /> <br />Precise Plan <br />The applicant is proposing a Precise Plan for the subject project. In accordance with the <br />City's Zoning Ordinance Article 52, a Precise Plan can be prepared to establish standards <br />and guidelines for site development (Le. land use, building heights, setbacks, density, <br />circulation and parking, and design and architecture) for an area under the P (Planned <br /> <br />3The Final EIR consisted of: the Draft EIR; a record of all written and oral comments made at the public <br />hearing on October 15 and received during the public comment period; a list of those commenting; <br />responses to those comments; and any necessary text revisions to the Draft EIR. <br />
