<br />8A <br />Page 5 <br /> <br />applicant's concern that under this alternative there may be additional costs incurred by the <br />removal of the outer levee and construction of a larger and more extensive interior levee <br />system, making the buyer assistance program economically infeasible to the applicant. <br /> <br />Planning Commission Action <br />On December 18, 2007, the Planning Commission reviewed the project, and certified the <br />FEIR. It also recommended approval of the General Plan and Zoning Map amendments <br />and the Draft Precise Plan together with the Mitigation Monitoring and Reporting Program <br />to the City Council. Copies of the minutes from this Planning Commission meeting and <br />others relating to the project were sent under separate cover. <br /> <br />Public Notice <br />On January 4, 2008, the City sent public hearing notices to all residents and property <br />owners beyond the minimum required 300 feet of the subject property. E-mails were sent <br />to the City's e-mail newsletter list, which includes approximately 1,400 members of the <br />public who have subscribed; those individuals that submitted comments on the DEIR; <br />those who spoke at the original scoping session in January 2007; and those who spoke at <br />the Planning Commission public hearing on October 16. News releases went to the City <br />Boards, Committees, and Commissions for whom the City has e-mail addresses, to all <br />media contacts, and to all homeowner associations in Redwood Shores. In addition, the <br />notice was published in the January issue of the Redwood Shores Pilot and also in the <br />Redwood City Daily News on January 4, 2008. Written public comments are included in <br />Attachment 6. <br /> <br />RECOMMENDATION AND FINDINGS <br />The Preserve at Redwood Shores is an attractive mixed use project that provides needed <br />housing and open space, restores wetlands and also provides a much needed school for <br />the Redwood Shores community. The project fits the character and scale of the adjacent <br />Redwood Shores neighborhoods. It also complies with numerous existing land use <br />policies of the existing General Plan. Some of the relevant land use policies are described <br />below: 6 . <br /> <br />. Land Use Objectives <br />Protect the integrity of existing single-family areas, and encourage home ownership <br />in new developments <br />. Land Use Policies <br />Policy L-1 : Residential development should be located where services and facilities <br />can be provided <br />Policy L-2: Residential neighborhoods should be protected from the encroachment <br />of incompatible activities or land uses which may have a negative impact on the <br />residential living environment <br />. Open Space Policies <br />Policy 0-3: Open Space areas which are primary wildlife habitats or which have <br />major or unique ecological significance should be protected and conserved <br />. Housing Policies <br /> <br />the Buyers Assistance Program. However, if additional funds are needed to construct the school then <br />funds would be diverted from this program to the school construction. <br />6 Additional City and regional policies are listed on pages 57- 64 of the Draft EIR. <br />
