There would be greater <br />value in providing affordable housing with <br />reduced pricing for childcare providers. Also, <br />as noted in the document, the proposed <br />program is completely at the project <br />proponent's discretion, so it is unclear whether <br />this program will actually be implemented or <br />provides little more than PR for the project <br />proponent <br /> <br />40 <br />
