<br />THE PRESERVE AT REDWOOD SIIORF.S EIR <br />ON MONITORING AND REPORTING PROGRAM <br /> <br />MITlGA'f <br /> <br />NC <br /> <br />I,SA ASSOCIi\TES <br />JANUARY Z008 <br /> <br />Monitoring Schedule <br /> <br />Just prior to the commencement of <br />grading activities along the <br />perimeter levee, If there arc nesting <br />pairs identified, then monitoring <br />shall continue until the completion <br />of grading within 250 feet of the <br />nesting pairs. <br /> <br />M onitoring/Re(Jl>rting Agency <br /> <br />The Planning Manager or hislher <br />designee shall approve the selected <br />biologist, in consultation with the <br />CDFG and USFWS. <br /> <br />The Planning Manager or hislher <br />designee shall ensure that the City <br />receives the written bird survey <br />report. If there are nesting pairs, <br />then the City shall require that <br />construction within 250 feet of the <br />nesting pair occur only between <br />September 1 and November I <br /> <br />Mitigation Respons!bility <br /> <br />The project sponsor shall be <br />responsible for retaining a qualified <br />biologist (one with particular <br />expertise with the California <br />clapper rail) to conduct a survey for <br />nesting pairs. The selected <br />biologist shall be subject to <br />approval by the City. The survey <br />shall be conducted no more than 30 <br />days before the commencement of <br />grading activities. The biologist <br />shall provide a written report to the <br />City summarizing the findings of <br />the survey. <br /> <br />See 810-2b and 810-2c. <br /> <br />Table 1 continued <br /> <br />.._~___.. Mitigation ]\1casures <br /> <br />810:1\!: Prior to grading, the applicant shall engage a qualified <br />biologist, in coordination with and approved by the CDFG and <br />USFWS, to conduct surveys for nesting pairs of California clapper <br />rails along the outboard slope of the perimeter (exterior) levees <br />bordering Area H and the Indian Creek parcel. If nesting pairs are <br />locat(~d along the outboard slope ofthc perimeter levees, grading <br />activities within 250 feet of the nesting pair shall be limited to the <br />period between September I and November I. <br /> <br />See BIO-2b and 810-2c. <br /> <br />and HYD-2 <br /> <br />See HY D- <br /> <br />...---- <br />See BlO-2b and 810-2c. <br /> <br />and HYD-2 <br /> <br />HYD- <br /> <br />See <br /> <br />.-. <br />See HYD-I and HYD-2 <br /> <br />..-..----------------" <br />BI0-3b: Implement Mitigation Measures BlO-2b and BlO-2c. <br />These measures would provide improved habitat for the California <br />clapper rail and would reduce the potential for predation and <br />harassmen~ from ~~mestic animals as a result of site development. <br /> <br />810-4: The project shall comply with conditions of the National <br />Pollutant Discharge Elimination System permit and Storm Water <br />Pollution Prevcntion Plan for construction and industrial operations. <br />Implement Mitigation Measures HYD-l and HYD-2 in Section <br />IV.G, HvdroIogyand Water Quality. <br /> <br />See BlO-2a, BIO-3a and BIO-4. <br /> <br />Prior to the issuance of a grading <br />permit for the levee work. <br /> <br />See BlO-2a, BIO-3a and BlO-4. <br /> <br />The Planning Manager or hislher <br />designee shall review and approve <br />the proposed gate or other <br />protectivc measures for compliance <br />with this mitigation measure. <br /> <br />Prior to finding the levee <br />construction complete. <br /> <br />The City's field inspectors shall <br />verify the construction of the gate <br />or other protective measures in <br />accordance with approved plans. <br /> <br />See BIO-2a, BIO-3a and BlO-4. <br /> <br />The project sponsor shall be <br />responsible for designing a gate or <br />other protective measures to restrict <br />public access to the PG&E <br />boardwalk which provides access <br />among the electrical transmission <br />line towers, in consultation with <br />PG&E. <br /> <br />BlO-5a: The relocation of the boardwalk and boat launch shall be <br />coordinated with the restoration of the wetlands to minimize <br />impacts as described above. Implement Mitigation Measures 810- <br />2a, BlO-3a and BIO-4. <br /> <br />BIO-5J'!: Public access to the boardwalk shall be prohibited and <br />regulated by a gate or other equally protective mcasures.
