The Muted Tidal Alternative has been in~~:1J.ded'ln-'the <br />Precise Plan so that it can be implemented without delay if the dew.i-led-hiological <br />opinion prepared by the USFWS conflicts with their initial9piruO'n. The Final Precise <br />Plan will clearly state that the Fully Tidal Alternative iE!the preferred development <br />strategy and that the Muted Tidal Alternative wil~"be'developed only if the Fully Tidal <br />Alternative is not permitted. '" <br /> <br />/' <br /> <br />The cost of developing the Fully Tidal A},t~~~ative is significantly greater than that of <br />the Ivruted Tidal Alternative primarily/due to differences in the proposed levee system. <br />Under the Muted Tidal Alternative/the outer levee remains intact, and a new levee is <br />constructed around the new dev~lopment only with an approximate crest height of 9.5 <br />feet above mean sea level and lah outboard slope of 3:1. The Fully Tidal Alternative, <br />however, requires removal9{large portions of the outer levee and construction of new <br />levees around the entire in,t'erior of the site. To resist full tidal action, these levees must <br />be 2 feet higher and will/rlequire an outboard slope of 7:1, increasing the size and <br />footprint considerably ,over the levees proposed in the Muted Tidal Alternative. The <br />additional costs incurr'ed due to removal of the outer levee and construction of a larger <br />and more extensive ~hterior levee system will be offset by the development of 14 <br />additional townhol}le units at The Preserve. <br />i <br /> <br />f <br />The Planning Co~ission also presented question as to which of the two strategies <br />presented in the/Wetlands Chapter for the existing channel located at the southeast <br />corner of the sit;~ would be implemented. As stated in the Precise Plan, the second <br />strategy, conv~ting the existing channel to a lagoon and connecting it to the Redwood <br />Shores lagoon/system, must be used if the Fully Tidal Alternative is developed. If the <br />Muted Tidal 4.1temative is developed, the second strategy will still be utilized as it is <br />preferred by ~ity staff, the Redwood Shores Owners' Association, and other members <br />of the community. The first strategy, which retains the channel as a portion of the <br />seasonal wetlands, will only be implemented if the second strategy is not allowed by <br />the permitting agencies. This will be clearly stated in the Final Precise Plan. <br /> <br />Other common themes in the Commission's comments included requests to clarify the <br />intended use:,of recycled water, a desire to see artificial turf used for the school playing <br />fields, and a question as to who should maintain the levees. As will be stated in the <br />Final Precise :Iflan, recycled water will be used to irrigate landscaping in the townhome <br />developmentS\and the roadway medians. The school and neighborhood park will be <br />irrigated accor~ing to current City policy at the time of construction. It is the School <br />District' s prefet,~ence to use artificial turf for the playing fields.
