<br />Recommendation: <br />For information only, no action required. Staff will provide a brief presentation at <br />the Council meeting. <br /> <br />Administrative Chief/Fire Marshall Vella the issue of fire permits and how the Fire <br />Code mandates that certain businesses, because of higher propensity for a fire, are <br />required to have such permits in order to conduct business. The criteria that <br />triggers the need for a fire inspection was discussed. Certain Council Members <br />expressed an interest in having this matter return to Council prior to the budget <br />discussion. There was a suggestion to work with the Finance Committee to analyze <br />the fee structure. <br /> <br />Council recess at 8:30 p.m. Council resumed the meeting at 8:40 p.m. <br /> <br />D. Consider Recycled Water Policy for new school and park, proposed development <br />"The Preserve at Redwood Shores." <br /> <br />Mayor Foust, Council Member Ira, and Council Member Hartnett stepped down due <br />to a potential conflict of interest. The three Council Members recused themselves. <br /> <br />Vice Mayor Howard chaired this portion of the meeting. <br /> <br />Public Works Director Barwacz explained that this is a recommendation from the <br />Utilities Commission and this recommendation is based on Council's prior direction. <br />Director Barwacz added that the proposed uses are safe. Director Barwacz <br />provided a full report on the issue. He also explained the requirements imposed on <br />the developer of the preserve. Interim City Manager Ingram explained that staff <br />intends to come back in the spring with an ordinance that will fully address the issue <br />of recycled water. Mr. Ingram pointed out that the proposed policy follows Council <br />direction and the Utilities Committee aimed at leaving future options open. <br /> <br />The project at Peninsula Park was discussed as well as pros and cons of <br />underground irrigation. Interim City Manager Ingram explained that all options are <br />still available. Vice Mayor Howard welcomed Public Comment but there was none. <br />She thanked the Utilities Committee and staff for the hard work. <br /> <br />Recommendation: <br />By Motion, set policy per attached Recycled Water Policy for "The Preserve at <br />Redwood Shores." <br /> <br />M/S Pierce/Bain to approve the recommendation. Motion carries 4-0-0 with three <br />Council Members recused (Foust, Hartnett and Ira). <br /> <br />Mayor Foust and Council Members Hartnett and Ira rejoined Council at the dais. <br /> <br />8.
