6.1D
Page 2

5. Customer site retrofits for each existing private or public site with a landscape
irrigation meter. Retrofits will occur as each property owner agrees to convert to
recycled water for landscape irrigation and industrial uses.
Status: Retrofit Bid Package 1 (18 commercial sites in the Redwood Shores
area) is under construction for the 2007 irrigation season. Construction is 95%
completed. Retrofit Bid Package 2 will be available for bidding within the next
few months.

Bid Package 6 (see attached map) is the sixth distribution pipeline construction project
and will extend the delivery of recycled water to the Seaport area. The completion of
Bid Package 4 at the end of 2007 and the start of Bid Package 5 construction marked
an important milestone in the Recycled Water Transmission System Project. Recycled
water services were made available in Redwood Shores and the current challenge is to
extend these same services to commercial and industrial customers in the Bay Front
and Seaport areas. The proposed Bid Package 6 continues the construction of the
main transmission piping system along Seaport Boulevard begun in Bid Package 5.
Piping will be extended into Seaport Center via Chesapeake Drive, Saginaw Drive,
Penobscot Drive, and Galveston Drive. More than 6,700 linear feet of PVC pipe ranging
in size from 8 to 14 inches in diameter, will be constructed in approximately six months.

The 14 bids received at the bid opening on December 19, 2007, are summarized below:

No. Bidder Bid Amount
1.
