<br />7A <br />Page 17 <br /> <br />Task 2. <br /> <br />Education <br /> <br />2.1 Collect Background Data <br /> <br />This is a coordinated data collection effort to provide the background information necessary to: <br /> <br />· review previously prepared elements (parks/open space, conservation, water supply, <br />infrastructure, economic development, housing, and culture); <br />· prepare or assist the City with the preparation of new elements (land use, circulation, <br />noise,safety, child care, historic resources); <br />· prepare EIR; and <br />· prepare/refine base map. <br /> <br />The consultant team will review recently completed plans, including but not limited to the <br />Downtown Precise Plan, Downtown Area Plan, and studies relevant to the General Plan issues <br />and focus areas. <br /> <br />2.2 Develop/Refine GIS Base Map and Data <br /> <br />We understand that the City has significant GIS capability and resources. Using GIS data <br />provided by the City, we will create a base map that will be used as a template for all General <br />Plan and related graphics prepared by the consultant team. We will work with the City to <br />determine what, if any, new layers need to be created or revised. Asa means to control costs, <br />we have assumed that the City staff will update the layers, as necessary. When the map data is <br />revised, the City will transfer appropriate files to Hogle-Ireland to allow us to complete subsequent <br />mapping work. At the end of the project, all map files will be returned to the City. We plan to use <br />ESRI ArcGIS Desktop to manage the data and produce the maps. <br /> <br />2.3 Senate Bill 18 (Continued) <br /> <br />We will continue to conduct the Native American tribal consultation outreach that was initiated in <br />the Quick Start phase of work. This outreach includes corresponding with the State to ascertain <br />local Native American Tribe contacts, preparing correspondence with the contacts inviting their <br />participation in the planning process, documenting th.eir responses, and informing the local <br />contacts of the hearing schedule. If any tribe contact wants to participate in the General Plan <br />process, we suggest that the contact be a stakeholder. <br /> <br />Product: <br />· Background Data Request LisVMemorandum (Refer to Task 2.1 ) <br />. GIS Base Map <br />· Senate Bil/18 correspondence and summary <br /> <br />Task 3. <br /> <br />Public Outreach <br /> <br />Circle Point will lead the public outreach effort and activities, supported by Hogle-Ireland staff for <br />key events and for the Stakeholder/Affinity Group interviews and associated activities. <br />CirclePoint will utilize technical content provided by Hogle-Ireland and/or City planning staff as a <br />foundation for all messages in all public events and media" _ <br /> <br />The work scope provides for a public outreach program structured in 'waves" or rounds to best <br /> <br />SCOPE OF SERVICES <br />Redwood City General Plan <br />January 11, 2008 <br />Page 2 <br />
