The local public improvements proposed to be maintained and operated are shown on Exhibit "A-3" hereof entitled, "Redwood Shores Landscape Maintenance District No. 1995-1, Areas of Public Improvement Requiring Landscape Maintenance", and more particularly described on Exhibit "C" hereof entitled, "General Description of Improvements and Required Maintenance - Redwood Shores Landscape Maintenance District No. 1995-1", which Exhibits are attached hereto and by this reference incorporated herein. 6. The costs and expenses of maintaining and operating said local public improvements shall be financed from funds raised by the levy of annual benefit assessments chargeable against the lots or parcels of property within the boundaries of the District. The City Manager is hereby directed to cause to be prepared annually a budget for the costs and expenses of maintaining and operating any or all of said improvements during the ensuing fiscal year. 7. This Council hereby declares that all public streets and highways within said District in use or to be used in the performance of a public function, and all lands owned by the United States, the State of California, and any other local governmental agency, or any departments thereof, shall be omitted from the annual benefit assessments hereafter to be made to cover the costs and expenses of maintenance and operation. 8. Monday, the llth day of December, 1995, at the hour of 7:30 o'clock, p.m., in the regular meeting place of said Council, at 401 Marshall Street, Hall of Justice and Records, Redwood City, California, shall be, and the same are hereby appointed and 3
