EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Consultant will provide on-call current and long range professional planning services to <br />the City of Redwood City under the direction of the Community Development and <br />Transportation Director or their designee. Consultant will provide planning staff as <br />assigned personnel to provide an arrangement of tasks similar, but not limited, to the <br />following: <br />Entry and Junior Level Planning work <br />- Staff public counter <br />- Respond to phone and/or email inquiries <br />- Review development proposals and work with developers <br />- Prepare staff reports and graphic displays <br />- Analyze projects and prepare initial studies and environmental <br />documents <br />- Check development plans for issuance of zone clearance; process <br />applications including but not limited to architectural permits, zoning <br />verification letters, Planning plan checks, etc. <br />- Confer with and advise applicants regarding City development policies <br />and standards <br />High Level Planning Work (in addition to the above tasks) <br />- Plan, organize, and coordinate aspects of the City's planning function, <br />including program planning, setting priorities, and scheduling projects <br />- Ensure accuracy, completeness and timely submittal of reports and <br />analyses prepared by staff planners for various boards or commissions <br />- Provide project management for large, complex planning projects <br />- Process planning entitlements and long-range planning projects, <br />including but not limited to general plan and zoning code amendments, <br />planned community permits, architectural permits, conditional use <br />permits, etc. <br />- Assist staff in overseeing City CEQA consultants for the preparation of <br />complex environmental review, including Addendums, Mitigated <br />Negative Declarations and Environmental Impact Reports <br />- Prepare CEQA documents if requested. Consultant will also provide <br />other planning staff for supplemental support as needed <br />- Make presentations before the City Council, committees, community <br />groups, boards, commissions and other governmental bodies as <br />required <br />- Assist in supervising and training lower level planning staff as directed <br />including review of staff reports, notices of official action and policy <br />memos and reports <br />REV: 10-04-19 DZ <br />ATTY/AGR.2019.259/Urban Planning Partners (Page 11 of 14) <br />
