EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Overview <br />Cal OES has invited Redwood City to submit FEMA Grant Applications for Price <br />Pump Station Storm Drainage Improvements. Consultant shall complete the <br />following tasks: <br />Task 1 — Provide management and coordination. <br />- Provide draft text for the grant application sections dealing with hazards, risk <br />and benefit -cost analysis <br />- Review and comment on the grant application. <br />- During the application review process, review and comment on any additional <br />questions or requests from Cal OES regarding the Benefit Cost Analysis <br />( BCA). <br />Task 2 — Analysis <br />- Wood Rodgers will perform a BCA for Price Pump Station improvements, which <br />will increase pump station capacity to a 100 -year Level of Service (LOS). <br />-Wood Rodgers will conduct a Benefit Cost Analysis (BCA) using the Federal <br />Emergency Management Agency (FEMA) BCA Toolkit v6.0. This entails <br />modeling several storm events in Innovyze ICM v9.5 software and estimating <br />expected flood damages using Hazus MH v4.2 software. <br />- Revise analysis for the operations of the proposed (improved) Price Pump <br />Station for 10 -yr and 100 -rainfall events. <br />- Revise the Eastern Low Lying Area Drainage Master Plan (ELLA) model to <br />reflect the operations or non -operations of the proposed (improved) pump <br />station for the 10 -year and the 100 -year rainfall events. <br />-The fully dynamic Hydraulic and Hydraulic (H & H) model developed model <br />developed for the Eastern Low Lying Area Drainage Master Plan (DMP) by <br />Wood Rodgers in 2017 will serve as the basis for modeling floodplains for the <br />Benefit Cost Analysis (BC). <br />-Wood Rodgers will analyze the existing condition and the proposed condition for <br />10, 15, 30 and 100 -year storm frequency events. <br />-The proposed improvements will be design to bring the gravity storm lines to a <br />30- year level of service (LOS) and the pump station to a 100 -year level of <br />service (LOS) with backup power, prevent any flooding in the area of interest <br />(AOI). <br />- Wood Rodgers will document the analysis conducted above with a technical <br />memorandum, paragraphs maps and flood plain maps showing before and after <br />floodplains conditions. <br />REV: 12-10-19 PR <br />ATTY/AGR.2019.310/wood Rodgers Inc.
