6.E. - Page 1 of 44 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: January 13, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Agreement for on-call service to maintain a remote monitoring system for wastewater stations <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a one-year Agreement for Services with <br />Telstar Instruments for on-call service to maintain remote monitoring system for wastewater stations in <br />an amount not -to -exceed $210,000, including City Manager authority to extend the agreement for two <br />additional two-year terms, for a total not -to -exceed contract amount of $1,114,919. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />Public Works Services Department (PWS) staff utilize a supervisory control and data acquisition (SCADA) <br />system to monitor and operate the City's water, sewer, and stormwater utility infrastructure. The SCADA <br />system is invaluable for utility operations by providing real-time information and remote access to <br />geographically dispersed facilities and equipment. <br />PWS has approximately seventy facilities connected to the SCADA network, which consists of various <br />hardware, software, motor control, and instrumentation systems programmed specifically for the City. <br />The network requires regular updates, maintenance, and occasional troubleshooting and emergency <br />response, and the Department has historically relied on outside firms for these services. This is common <br />practice for other similarly -sized agencies, whereas agencies often retain in-house staff for network <br />upkeep.
