6.E. - Page 2 of 44 <br />ANALYSIS <br />The City is currently in agreement with a separate vendor for both the Water and Wastewater Divisions' <br />on-call SCADA maintenance and troubleshooting. Wastewater staff has opted to contract the services of <br />a separate vendor to handle its specific SCADA maintenance needs and workload related to emergency <br />responses. The proposed new agreement will allow the Water Division the flexibility to utilize Telstar's <br />services should the need or desire arise. <br />Staff received four proposals from qualified vendors by the RFP notice deadline. Staff reached out to the <br />neighboring cities of San Mateo and South San Francisco to develop a prospective qualified vendor list to <br />advertise the RFP. The expectation for consultants is 1) a diverse range of skills, from software <br />programming and telecommunication protocols to electrical and motor controls and 2) ability to provide <br />24/7 on-call response for issues. Upon review of the proposal, staff believes that the proposed consultant, <br />Telstar Instruments, has the required knowledge, experience, and staff resources to provide the City with <br />reliable SCADA services and emergency responses. <br />Based on the qualifications of the consultant and its municipal (water and wastewater) references, staff <br />recommends awarding a one-year agreement to Telstar Instruments for on-call SCADA maintenance and <br />troubleshooting services, with City Manager authority to extend the agreement for two additional two- <br />year terms, for an aggregate not -to -exceed contract amount of $1,114,919, as calculated in the table <br />below.
