6.F. - Page 2 of 18 <br />The Agreement allows for neighboring jurisdictions to provide supplementary building safety inspection <br />services during a state of emergency. Redwood City could potentially provide aid to any San Mateo County <br />jurisdiction that signed onto the Agreement, and the Agreement doesn't preclude routine or shared <br />services that the jurisdictions may provide to each other, or may contract for via a separate agreement. <br />In the past, Redwood City has provided building safety inspection services to assist other jurisdictions, <br />such as the San Bruno gas explosion in September 2010 and the Northern California fires in 2017. There <br />is no requirement for all or a majority of the County jurisdictions to enter into this agreement, though a <br />majority of the jurisdictions will likely do so due to the mutual benefit involved. <br />FISCAL IMPACT <br />The costs incurred by any city requesting assistance would be dependent upon the type of emergency and <br />the staff rates of the member jurisdiction providing the aid. The agreement specifies that the requesting <br />party shall pay all reasonable direct, indirect, administrative, and contracted costs incurred by the <br />assisting party. These costs are provided in an invoice to the requesting jurisdiction and prior approval is <br />required for purchasing certain items. The potential fiscal impact to Redwood City would be similar to <br />hiring contract employees during a state of emergency. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, because it has no potential for resulting in either a direct or reasonably foreseeable indirect <br />physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council may choose not to adopt the resolution approving the Building Safety Inspection <br />Program Mutual Aid Agreement. <br />ATTACHMENTS <br />Attachment A - Draft Resolution <br />Attachment B - County of San Mateo — Building Safety Inspection Mutual Aid Agreement <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />207 <br />
