7.A. - Page 182 of 285 2019 Nonresidential New Construction Reach Code Cost Effectiveness Study <br />There are several special circumstances to consider when reviewing these results: <br />Improving the efficiency of a project often requires an initial incremental investment. However, <br />some packages result in initial construction cost savings (negative incremental cost), and either <br />energy cost savings (positive benefits), or increased energy costs (negative benefits). Typically, <br />utility bill savings are categorized as a 'benefit' while incremental construction costs are treated <br />as 'costs.' In cases where both construction costs are negative and utility bill savings are negative, <br />the construction cost savings are treated as the 'benefit' while the utility bill negative savings are <br />the 'cost.' <br />♦ In cases where a measure package is cost effective immediately (i.e., there are upfront cost <br />savings and lifetime energy cost savings), cost effectiveness is represented by ">1". <br />♦ The B/C ratios sometimes appear very high even though the cost numbers are not very high (for <br />example, an upfront cost of $1 but on -bill savings of $200 over 30 years would equate to a B/C <br />ratio of 200). NPV is also displayed to clarify these potentially confusing conclusions — in the <br />example, the NPV would be equal to a modest $199. <br />3 Measure Description and Cost <br />Using the 2019 Title 24 code baseline as the starting point, The Reach Code Team identified potential <br />measure packages to determine the projected energy (therm and kWh) and compliance impacts. The <br />Reach Code Team developed an initial measure list based on experience with designers and contractors <br />along with general knowledge of the relative acceptance and preferences of many measures, as well as <br />their incremental costs. <br />The measures are categorized into energy efficiency, solar PV and battery, all -electric, and preempted <br />high efficiency measures in subsections below. <br />3.1 Energy Efficiency Measures <br />This section describes all the energy efficiency measures considered for this analysis to develop a non - <br />preempted, cost-effective efficiency measure package. The Reach Code Team assessed the cost- <br />effectiveness of measures for all climate zones individually and found that the packages did not need to <br />vary by climate zone, with the exception of a solar heat gain coefficient measure in hotels, as described in <br />more detail below. The measures were developed based on reviews of proposed 2022 Title 24 codes and <br />standards enhancement measures, as well as ASHRAE 90.1 and ASHRAE 189.1 Standards.
