resources, continue to shape community -centered and unified messaging that breaks through the
public charge "chill" immigrants are feeling.
LIBRE will closely monitor the immigration policy changes that happen in the coming year
and work closely other immigrant allies to counter the anti -immigrant sentiments being
fostered by federal officials. LIBRE attorneys will collaborate with other legal services advocates
and in state-wide forums to advocate for policies that reduce barriers to participation and encourage
eligible immigrants to utilize safety net benefits. For instance, we have identified problems for
IHSS (In -Home Supportive Services for people with disabilities who would otherwise require
nursing home care) applicants who are undocumented, but eligible for IHSS. Despite a referral
protocol that allows an otherwise ineligible immigrant to apply for a Social Security number so
they can meet the procedural requirement for obtaining IHSS, our local Social Security office has
refused to take the application of several immigrants. We plan to meet with IHSS and Social
Security administrators to ameliorate the problem.
We will continue training HSA staff on cultural sensitivity and best practices to work effectively
with immigrant families. We have encouraged the County to monitor inquiries from consumers
about public charge and refer those who are worried about "public charge" to us for advice. LIBRE
is also advocating for the County's Immigrant Services office to take on a more prominent role in
response to any new immigration proposals and changes to current benefit programs that occur in
the next year.
III. 2019-2020 Objectives and Proposed Outcomes
Objectives
Outcomes
1) Provide unified community education and
Attendees of outreach events, and those who
outreach via Promotora model, LIBRE
access LIBRE's website will have increased
outreach staff and the LIBRE website on:
knowledge and understanding of available
(a) public benefit options for immigrants of
public assistance, who is affected by public
various immigration statuses, including
charge issues, and other programs for eligible
mixed -status families; (b) "public charge"
low-income immigrant individuals and
status and proposed changes; (c)
families.
immigration options; and (d) "know your
Legal Aid will:
rights" education and family preparedness
• Conduct trainings to community-based
plan options.
organizations;
• Conduct or participate in outreach
events in collaboration with outreach
and promotion partners;
• Train and respond to ongoing technical
assistance requests by outreach
workers at partner agencies;
• With input from outreach partners,
create updated materials on public
charge and immigration options and
share public charge flyer and
REV: 12-20-19 RL
ATfY/AGR.2019.322/Legal Aid Society of San Mateo (Page 12 of 14)
