6.D. - Page 2 of 7 <br />ANALYSIS <br />The proposed amendment to Chapter 2, Article V of the Redwood City Municipal Code, will establish the <br />necessary ordinance for disposition of surplus personal property. Under this ordinance, the Public Works <br />Services Fleet and Facilities Superintendent (Superintendent) shall have the authorization to take physical <br />possession of any personal property at the request of department heads. This property shall be itemized <br />along with corresponding recommended disposal methods and reported to the City Council on an as - <br />needed basis. The City Council may declare any or all listed items as surplus personal property. Once the <br />City Council approves a list of surplus personal property, the Superintendent shall then take the <br />appropriate action through donation, sale, trade, or disposal of each item per the guidelines of the <br />ordinance. Donations will generally be limited to items with a fair market value of $10,000, and donations, <br />in the aggregate, will generally be limited to $50,000 per fiscal year. However, the City Manager will be <br />authorized to approve donations of items with a fair market value of up to $100,000 and to approve <br />donations, in the aggregate, of up to $100,000 per fiscal year. All revenue from the sale of declared surplus <br />personal property will return to the respective fund from where the property was initially purchased. Staff <br />is requesting that the City Council consider the proposed amendment to Chapter 2, Article V of the <br />Redwood City Municipal Code in order to formalize the process for disposal of surplus personal property, <br />which will improving administrative efficiencies throughout the City. <br />FISCAL IMPACT <br />The fiscal impact of activities conducted under this ordinance will be minimal and shall be billed to the <br />respective department. Any costs associated with the sale or auction of surplus personal property will be <br />deducted from the revenue received, prior to depositing proceeds in the appropriate fund. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council may choose not to approve this request and direct staff to revise the Ordinance. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />67 <br />
