4.A - Page 2 of 15
EMC conducted the survey November 10-19, 2019 using a hybrid (mixed -mode) approach via telephone
(both cell phones and landlines), email and text -message -to -web survey a wide cross section of Redwood
City residents (diverse and geographic) over the age of 18; and was offered in both English and Spanish.
ANALYSIS
EMC Research received a total of 811 responses with an overall margin of error of+ 3.4 percentage points
at the 95% confidence interval. This number demonstrates a scientifically valid sampling reflective of the
diverse population Redwood City celebrates.
Findings from the survey indicate that residents agree that Redwood City is a place that is welcoming to
all people, residents are satisfied with the quality of life overall, and feel optimistic and excited about the
future of the City; however, some of the optimism and excitement is softened by those who have lived in
the City for a longer period of time. Residents are particularly concerned about affordable housing, traffic,
and homelessness and these are identified by respondents as high-priority items for the City. Additionally,
many residents are interested and willing in becoming more involved in City activities. In particular, there
is opportunity to increase attendance in neighborhood association meetings and City Council meetings.
During the Study Session on January 27, 2020, representatives from EMC Research will provide a more in-
depth review of the survey results and will be available to answer questions. Feedback from the survey
will inform development of the FY 2020-21 Recommended Budget. The 2019 Top -Line Community
Satisfaction Survey Results are also attached to this report for reference.
FISCAL IMPACT
There are no fiscal impacts related to the results of the survey. The cost of conducting the survey was
included in the Fiscal Year 2019-20 operating budget.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
3
