EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Scope of Services <br />Consultant will provide, on an as needed basis, technical assistance and subject matter <br />expertise on the development and implementation of ordinances to allow storefront retail <br />sale of cannabis. Consultant's duties may include, but shall not be limited to: <br />Objective 1: Providing Subject Matter Expertise & Technical Support <br />At the City's request, Consultant shall: <br />• Review and recommend revisions to the t✓itys existing ordinances and regulations to <br />allow for storefront cannabis retailers, and to ensure that the ordinances and regulations <br />are internally consistent, comply with all State and local laws and reflect evolving best <br />practices within the industry. <br />• Monitor changes to State laws and regulations, participate in conference calls, respond <br />to staff inquires via phone and email, review staff reports to the City Council, and assist <br />with responses to inquiries from the public. <br />• Participate and/orpresent in up to 3 site visits. These site visits may include meetings <br />with City staff and departments, industry representatives, interest groups or local <br />stakeholders, or meetings of the City Council or Planning Commission. Use of these site <br />visits will be determined in consultation with City staff. <br />Objective 2: Conducting a Fiscal Analysis <br />At the City's request, Consultant shall conduct a fiscal analysis to provide an estimate of <br />the potential revenue that could be generated by 4 to 6 storefront retailers in the City. <br />Consu tanfs analysis wife consider the total population and customer base that may be <br />served by such businesses and shall include a discussion of leakage to retailers in <br />neighboring communities, as well as to unlicensed delivery services. The study shall also <br />consider the different taxing implications of storefront retailers and delivery services. <br />The study shall analyze the implications of various tax rates based on the City's current <br />range of 4% to 10% of gross receipts, as well as common or recommended rates. The <br />study wifl, also micruide a discussion to f, securid-d y imp—acts in 1 ie furrin Hifi juubs, supVul—Li� Ig <br />businesses, social impacts, and CthUer eCU-1-10 lic activity. <br />Objective 3: Developing a Storefront Retail Application Review Process <br />At the City's request, Consultant shall design an application process for storefront retail <br />businesses seeking to locate in the City, which may include merit -based review, scoring, <br />ranking, interviews and final selection of cannabis business permittees. The process shall <br />include evaluation criteria consistent with the relevant provisions of the Redwood City <br />Municipal Code, Zoning Ordinance, City Manager Cannabis Regulations and with any <br />recommended revisions.
