The review process and criteria shall be designed to ensure that applications are <br />complete, comply with all State and local laws and regulations, and meet a minimum <br />review standard as specified by the City. Consultant shall develop and provide all forms, <br />documents and procedures guidelines necessary to assist the City with all of the services <br />outlined in this Agreement. Documents included shall include all necessary application <br />forms, indemnification forms, background information releases, procedures guidelines, <br />and any other required documents. <br />4: Application Reviews, Merit -Based Scoring and Interviews <br />Depending on the storefront retail application review process adopted by the City and at <br />the City request, Consultant will conduct an initial screening of all applications for <br />completeness, conduct a full review of applications which have been deemed complete <br />and provide narrative comments that identify both strengths and weaknesses of each <br />application as well as any deficiencies or areas of concern, and/or design and conduct an <br />interview panel for all applicants that receive passing scores in their initial review. <br />Consultant will provide one initial draft report with Consultant's recommendations on <br />applicants for staff to review and critique plus one iterative draft that will incorporate any <br />requested revisions prior to providing the final report. Any additional drafts, iterations or <br />documentation shall be billed at Consultant's hourly rate of $300.00. Consultant will <br />advise the City in advance if additional requested revisions may result in additional billing. <br />Objective b: Cost Recovery Fee Analysis <br />At the City's request, Consultant will conduct a fiscal analysis to determine the costs of <br />all City staff time, overhead, fringe benefits, consultants and any other services <br />associated with each step of the cannabis permitting and regulatory process.
