6.C. - Page 1 of 7 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: February 10, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Final acceptance — Construction of Hopkins Traffic Calming Pilot Project <br />RECOMMENDATION <br />By motion, accept the construction of the Hopkins Traffic Calming Pilot Project, authorize the release of <br />bonds and retention according to City procedures, and direct staff to complete the evaluation of the pilot <br />project and conduct public engagement for consideration of a permanent traffic calming project. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />Hopkins Avenue is a "collector street" in a residential neighborhood. This street connects residents to <br />local destinations (e.g. Stafford Park) and to roads that access other local and regional destinations (e.g. <br />Alameda de las Pulgas and EI Camino Real). The segment of Hopkins between Alameda de las Pulgas and <br />EI Camino Real has generated numerous resident requests to reduce speeds, discourage illegal driving <br />behavior, and increase safety for roadway users. To manage the volume of traffic calming requests <br />received, all requests within the City are prioritized on an annual basis. In early 2017, Hopkins Avenue was <br />the highest ranked location and the City initiated a formal traffic calming process to develop a conceptual <br />street design to reduce vehicle speeds and to increase safety for all road users on Hopkins Avenue. Traffic <br />calming requests are prioritized by traffic volume, speeds, collision history, and level of bike and <br />pedestrian activity. <br />Over a period of two years, the City's consultant, Kimley-Horn, in conjunction with City staff, developed a <br />preferred conceptual design for Hopkins Avenue between Alameda de las Pulgas and EI Camino Real <br />Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />52 <br />
