6.E. - Page 2 of 70 <br />- Augment current scope to include 2019 CEQA Guidelines Appendix G checklist, 15183 consistency <br />analysis for 1304 EI Camino Real, and for Air Quality, Cultural Resources, Transportation, <br />Archeology, and Utilities analysis for the project EIR <br />On September 9, 2019, the City Council considered the project in the form of a study session. The Council <br />expressed concerns with the jobs to housing imbalance and asked the developer to consider less office, <br />more housing, and a better mix of affordable unit sizes. As a result, on November 22, 2019, the applicant <br />provided a revised submittal which includes: <br />Office: 530,000 sq. ft. (decrease of 19,000 sq. ft.) <br />Housing: 540 residential units (increase of 249 units) <br />Retail: 28,000 sq. ft. (no change) <br />Child Care: 8,600 sq. ft. (no change) <br />Open Space: approximately 40,000 sq. ft. (no change) <br />X <br />As noted in the site plan above, parcel D has changed from office to residential based on the recently <br />adopted Mixed -Use Transitional (MUT) development standards. <br />ANALYSIS <br />The scope of the project has been amended to address comments from the City Council study session <br />meeting and from the Notice of Preparation of the Environmental Impact Report (NOP). As a result, the <br />City will issue an updated NOP to address these changes. As noted above, the applicant has reduced the <br />amount of office by about 19,000 sq. ft. and increased the amount of housing by 249 units, thereby <br />impacting the building heights and office square footages for parcels C through E.
