6.A. - Page 2 of 16 <br />implementation, it is more efficient for the City to consolidate these services under a single temporary <br />staffing services agreement. <br />ANALYSIS <br />The ERP Steering Committee recommended the plan for ERP backfill staffing, and funding was adopted <br />through the FY 2019-20 Capital Improvement Program budget. The ERP backfill plan called for hiring back- <br />fill staff on July 1, 2019; however, a suitable temporary staffing firm was not found until several months. <br />Staff researched various temporary staffing firms, seeking pricing, terms, and immediate availability, and <br />focused on a staffing agency that could meet the needs of both the Finance and Revenue Services <br />divisions. Staff recommends contracting with Robert Half International, Inc. to meet the department's <br />critical staffing needs and provide contractual authority for future needs. <br />The total combined contract amount anticipated for the duration of the time requiring temporary staffing <br />will exceed $60,000. As a result, City Council authorization is required for engaging with Robert Half <br />International. The finalization of the contract was unexpectedly delayed, although back -fill staff started in <br />October 2019. The contract start date will reflect the time period in which staff began to provide service <br />in October 2019. <br />FISCAL IMPACT <br />The fiscal impact of entering into an agreement with Robert Half International, Inc. is not to exceed <br />$100,000 for FY 2019-20 through FY 2020-21. Additional appropriations are not expected for FY 2019-20 <br />as funding was provided in the Capital Improvement Program budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />
