6.E. - Page 28 of 50
Contractor will furnish all labor, materials, and equipment necessary to provide and deliver residential
and commercial cold water meters.
The Public Works Services Department (PWS) of the City of Redwood City, California (City), has an
existing Sensus FlexNet AMI communications system. The City is actively replacing residential and
commercial water meters with a goal of having all meters communicating with the City's Head End
software applications through the FlexNet communication system.
Meters to be replaced include existing and new cold water meters to be used in potable and recycled
water installations ranging from 5/8 X 3/4 inch, through 10 inch.
AMI Communications and Compatibility
PWS has installed a Sensus FlexNet AMI system and has standardized on the FlexNet communication
technology. The FlexNet Advanced Metering Infrastructure (AMI) communication technology operates
over a licensed frequency in the 900-950 MHz spectrum.
The City is open to using any AMI communication package that is compatible with the Sensus FlexNet
technology, as long as, it does not violate Sensus patents and/or operates under a Sensus licensing
agreement. The City will not change its AMI communication network hardware or head end software
as part of this request for proposals. Proposers including AMI SmartPoints shall include the latest
version(s) of the Sensus FlexNet SmartPoints.
The compatible AMI module is to provide inbound and outbound (two-way) access to the City's water
meters via the City's existing Sensus licensed RF Spectrum. The AMI modules are to:
• Be designed for submersible, pit -set and non -pit -set environments.
• Interface with encoded registers using Sensus TouchCoupler, TR/PL
• Have lid mounted antennas.
• Have software configurable radios that can communicate with the City's Sensus TGBs (Tower
Gateway Base Stations).
0 7 FSK Modulation
0 2 Watt output power
0 901.125 MHz Transmit Frequency
0 940.125 MHz Receiver Frequency
• Obtain hourly readings synchronized to the top of the hour.
• Transmit hourly read packets every five hours or less with each packet containing the last 7 days
of historic hourly reads.
• Monitor continuous flow over a programmable period of time, alerting the City of leak
conditions. The leak threshold and consecutive interval configuration are to be user
programmable.
• Detect reverse flow.
PUBLIC WORKS SERVICES DEPARTMENT
FY 2019-20 RESIDENTIAL AND COMMERCIAL COLD WATER METER PURCHASES RFP
(9/13/2019)
5OF27
119
