6.G. - Page 2 of 6
ANALYSIS
The changes outlined in AB 498 address a matter of statewide concern and apply to all cities. To comply
with this legislation, it is recommended that RCMC Section 32.132 be amended to exempt any honorably
discharged or honorably relieved veteran of the Armed Forces who are residents of the State and are
selling or providing services if the veteran is the sole proprietor of the business.
FISCAL IMPACT
Currently, no Redwood City businesses have sought exemptions due to veteran status. Staff does not
anticipate significant fiscal impact associated with complying with state law.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
This law applies to all cities throughout the state, including Redwood City. If the Council chooses not to
authorize the amendment to RCMC 32.132, the City would be in violation of the state law.
ATTACHMENTS
Attachment A - Ordinance amending Section 32.132 relating to business license tax exemption for
veterans
Attachment B - Assembly Bill 498
REPORT PREPARED BY:
Jun Nguyen, Revenue Services Manager
jnguyen@redwoodcity.org
(650) 780-7213
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
157
