6.D. - Page 2 of 50 <br />public outreach process, community members requested t hat the City initiate a parallel effort to engage <br />the neighborhood about their traffic -related concerns. <br />On June 25, 2018, the City Council approved the Professional Design Services Agreement with ELS <br />Architecture and Urban Design to complete the design development and construction drawing phase of <br />the Project. The approved Scope of Work also included the related traffic calming solutions requested by <br />residents. <br />On September 10, 2018, the City Council received an update regarding the neighborhood <br />recommendations from the five community traffic calming workshops and intersection/street <br />demonstration. The City Council approved of the recommendations and directed staff to design pilot traffic <br />calming improvements for the priority intersections identified through the community workshops, and to <br />study these measures during the CEQA analysis for the Phase I plans for the Veterans Memorial <br />Building/Senior Center -YMCA Project. <br />On December 16, 2019, following a public hearing, the City Council waived the first reading and introduced <br />an ordinance to rezone the property at 1455 Madison Avenue, 711 Nevada Street, and an adjacent parcel <br />with no address as "public facility". The City Council adopted a resolution certifying the Final Environmental <br />Impact Report (EIR); adopted the California Environmental Quality Act (CEQA) findings; a Mitigation <br />Monitoring Reporting Program; and a Statement of Overriding Considerations. The City Council also <br />adopted a resolution approving the City -YMCA Master Project Agreement, including a Form of Ground <br />Lease and Purchase Sale Agreement. Lastly, the City Council, by motion, approved the design of Phase I of <br />the project, which includes the Veterans Memorial Building/Senior Center building, a public promenade, <br />the east parking lot, and traffic calming measures. <br />ANALYSIS <br />Construction administration services are needed for Phase I of the Project, which includes the new <br />Veterans Memorial Building/Senior Center; public promenade; east parking lot; and traffic calming <br />measures. The amendment to the agreement includes the following scope of work over the anticipated <br />24 months of construction: <br />• Permit and Bid/Negotiation assistance <br />• Construction Administration for the new Veterans Memorial Building/Senior Center, Promenade, <br />and East Parking Lot <br />• Construction Administration for the Traffic Calming Measures <br />• Construction site visits <br />• Reimbursable expenses <br />Integral to the architectural process, the construction administration phase includes the oversight of the <br />contractor's work to ensure proper construction techniques, materials, equipment, and personnel <br />throughout the duration of the project and to monitor the contractor's progress and compliance with the <br />contract documents.
