6.A. - Page 1 of 8 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: February 24, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment of the Finance and Information Technology Services Agreement between the City and Silicon <br />Valley Clean Water <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 6 to the Finance and <br />Information Technology Services Agreement with Silicon Valley Clean Water (SVCW). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />SVCW is a Joint Powers Authority (SVCW or "Authority") created in 1975 that provides wastewater <br />transmission, treatment, and effluent disposal services to the Cities of Belmont, Redwood City, and <br />San Carlos, as well as the West Bay Sanitary District (Members). Under the Joint Powers Agreement, <br />SVCW owns and operates the wastewater facilities, and the Members are obligated to pay the <br />Authority for their allocable share of the Authority's operating, maintenance, and capital expenses. <br />The Authority is governed by a four -member Commission, consisting of one appointed member <br />from each of the Member's governing bodies. Redwood City Councilmember Alicia Aguirre currently <br />serves as Chair of the Commission, and the City's Assistant City Manager of Administrative Services <br />serves as the Authority's Controller. <br />Since 1987, the City's Finance Division has performed all of SVCW's accounting and financial support <br />functions including but not limited to payroll, accounts payable, general ledger, and treasury <br />management through a contract for services.
