As of July 1, 2018, the City is no longer performing treasury management or accounts payable functions for SVCW, due to the implementation of a new accounting software system by SVCW. This change in functions has been included in Amendment No. 6. ANALYSIS The contract for services has been renewed on an annual basis as SVCW began a transition to a new financial system. SVCW has been slowly decreasing the level of service it needs to purchase from the City. Every year, SVCW evaluates the services and hours needed and the contract is negotiated. Approval of this recommended amendment will extend the services the City provides to SVCW for an additional one-year period through June 30, 2020. In addition to extending the period an additional year, fees were adjusted to correspond with full cost recovery. FISCAL IMPACT The continued agreement with SVCW will result in approximately $133,545 in revenue in FY 2019-20. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. PUBLIC NOTICE Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. ALTERNATIVES The City Council may elect not to amend the agreement to provide services to SVCW. Doing so would reduce anticipated City revenues in the Administrative Services Department in FY 2019-20 by approximately $133,545. As the majority member of the SVCW Joint Powers Authority, Redwood City has an interest in SVCW having effective financial and technology support services.
