6.E. - Page 2 of 50 <br />ANALYSIS <br />In September 2019, Public Works issued a request for proposals (RFP) to receive bids for the supply of <br />water meters and AMI transceivers for use on a Sensus FlexNet AMI network. The RFP included an option <br />to bid on any or all of the water meters included in the scope. Two proposals were received from Golden <br />State Flow Measurement (GSFM) and Badger Meter. Badger Meter's proposal only included bids on <br />approximately half of the City's water meter model requirements, and did not include a bid on any of the <br />AMI transceivers required for a functioning AMI system. Badger was the lowest responsive and <br />responsible bidder for the meters that they bid on. GSFM bid on the remaining models, and was the lowest <br />responsible and responsible bidder for these meters. As such, staff recommends awarding a contract to <br />Badger for the meters that they bid and awarding a contract to GSFM to fill the remaining meter model <br />requirements. The agreements will be for two years and allow Public Works staff with the flexibility to <br />purchase meters as -needed throughout the term for ongoing maintenance and replacement. <br />Public Works staff plans to convert the remaining water meter population to AMI over the next four to six <br />years, while continuing manual meter reading and providing customer service. Staff will replace <br />approximately 2,000 meters annually until all manually -read water meters are converted to AMI. The <br />anticipated cost for meters and AMI transceivers for the initial two-year term of these agreements is <br />$500,000 each. The City may elect to extend either contract for a second and third term for a maximum <br />of three terms, or six years. The intent of the agreements is to provide a reliable source of materials for <br />the meter replacement project. The anticipated cost for meters and AMI transceivers for the second and <br />third terms is $515,000 and $530,450, respectively. If a contract is extended, an amendment will be <br />executed marking the beginning of new two-year terms from the effective date of the agreement. <br />FISCAL IMPACT <br />Funds for the first year of these agreements in the amount of $500,000 each are available in the FY 2019- <br />20 Water Enterprise budget, and funding for subsequent years (not -to -exceed $1,545,450 for each six- <br />year term) will be included in future recommended operating budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />93 <br />
