03/12/2020 <br />WHEREAS, on March 11, 2020, the World Health Organization classified the <br />worldwide spread of COVID-19 as a global pandemic. <br />WHEREAS, the City Council of the City of Redwood City does hereby find as <br />follows: <br />A. That conditions of extreme peril to the safety of persons and property have <br />arisen within said City caused by the threat of the COVID-19 <br />epidemic/pandemic; which began on or about 9 0- p.m. on the 12th day of <br />March, 2020; and <br />B. The CDC has determined that COVID-19 presents a serious public health <br />threat, requiring coordination among state and local health departments to <br />ensure readiness for potential health threats associated with COVID-19; and <br />C. That these conditions are or are likely to impact significant City and community <br />operations, including critical public infrastructure, facilities, personnel, <br />equipment, and services; and <br />D. That these conditions are likely to be beyond the control of the services, <br />personnel, equipment, and facilities of the City; and <br />E. That these conditions require the combined forces of other political subdivisions <br />to combat; and <br />F. That these conditions will require the provision of additional public safety and <br />emergency services; and <br />G. That these conditions necessitate the proclamation of the existence of a local <br />emergency to enable the City to adequately plan, prepare and preposition <br />resource to be able to effectively respond to the threat posed by COVID-19, to <br />inform residents and visitors of the threat posed by COVID-19, and to enable <br />them sufficient time to plan and prepare. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Redwood City that the City Council hereby proclaims that a local emergency now exists <br />throughout the City of Redwood City. <br />BE IT FURTHER RESOLVED that the local emergency shall be deemed to <br />continue to exist until its termination is proclaimed by the City Council of the City of <br />Redwood City. <br />BE IT FURTHER RESOLVED that during the existence of said local emergency, <br />the powers, functions and duties of the City Council, the Director of Emergency Services <br />and the Emergency Organization of the City shall be those prescribed by state law, <br />ordinances, resolutions and administrative policies of this City and by the City of Redwood <br />City Emergency Plan. <br />Page 2 of 3 <br />ATTY/RESO.0015/CC RESO PROCLAIMING A LOCAL EMERGENCY (COVID-19) RESO.
