5.1. - Page 1 of 6 /<�ik Redwood CitylCallifornia Faunded 1867 A,&/ DATE: March 23, 2020 SUBJECT STAFF REPORT To the Honorable Mayor and City Council From the City Manager Purchase of one new, Heating, Ventilation, and Air Conditioning system for Sandpiper Community Center RECOMMENDATION By motion, (1) approve the City Manager's emergency action and determination that replacing Heating, Ventilation, and Air Conditioning (HVAC) units without competitive bidding was necessary to respond to the emergency, (2) approve the purchase of installation services and materials from Degree HVAC, Inc. in the amount of $99,764. STRATEGIC PLAN GUIDING PRINCIPLE Excellence in Government Operations BACKGROUND On January 16, 2020 at approximately 0700 hours, Building Maintenance was dispatched to the Sandpiper Community Center in response to a report of the smell of gas within the facility. PG&E was immediately notified following the report of gas odors from within the Sandpiper Community Center. PG&E inspected the facility for gas and other potentially harmful chemicals and gases. They determined that elevated levels of Carbon Dioxide (CO2) were present throughout the facility and was sourced from the HVAC ducts. The presence of CO2 required PG&E to red -tag all HVAC equipment within the facility until the appropriate repair(s) were made. Building Maintenance requested local HVAC specialists, Degree HVAC, Inc. to come out that same day and inspect the HVAC units and properly diagnose the issues and recommend the appropriate corrective action to take. Following inspection, a crack was discovered on the heat exchanger within the unit and a full replacement of the unit was necessary.
