5.1. - Page 2 of 6 <br />childcare that was present within the facility, staff's recommendation for an emergency repair was <br />necessary to minimize disruption to the facility and continue to provide a comfortable atmosphere <br />equipped with heating and cooling for optimal facility operation in accordance with public health <br />standards. <br />ANALYSIS <br />The Sandpiper Community Center is equipped with two (2) 48TC 20 -Ton roof -top package units. Both <br />units were scheduled for replacement in the upcoming FY 2020/2021 Capital Improvement Program. Due <br />to the size, weight, and location of the unit on the roof, a crane was required for proper dismantling and <br />removal of the old units along with installation of the new units. Utilization of the appropriate crane for <br />this installation was not only necessary, but extremely costly. Rather than incur the mobilization and <br />rental rate of the crane a second time to repair the second unit as scheduled 6 months later, staff <br />recommended the replacement of the second roof -top unit at the same time of the replacement of the <br />inoperable one, which would reduce the overall project cost for this facility by approximately $25,000. <br />Staff apprised the City Manager of the event and requested approval for an emergency replacement of <br />both HVAC roof -top units. Pursuant to Resolution 15058, the City Council delegated to the City Manager <br />the authority to waive public bidding in the event that the City Manager declares an emergency, finds that <br />the emergency will not permit a delay resulting from competitive solicitation for bids, and such emergency <br />action is in the public interest. The City Manager declared an emergency condition with respect to the <br />HVAC units and authorized staff to move forward with the emergency purchase and installation of the <br />units in the public's interest. <br />Replacement of the units began on February 18, 2020 following an expedited delivery sooner than <br />originally expected. Replacements of the units took place during a school district recognized "Ski Week" <br />whereas minimal programming and occupancy was in effect. Heat was restored as of February 21, 2020 <br />and the units were fully commissioned by the manufacturer as of March 3, 2020. <br />FISCAL IMPACT <br />Funds in the amount of $99,764 are available in the Tenant Improvement Fund, therefore no additional <br />appropriation is required. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />101 <br />
