S.B. - Page 1 of 4 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 23, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Award of construction contract for Oakwood Drive Localized Drainage Management Project <br />RECOMMENDATION <br />By motion, approve, and authorize the City Manager to execute the contract documents and award a <br />contract for the Oakwood Drive Localized Drainage Management Project to Grade Tech, Inc. of San <br />Ramon, CA for their low base bid of $317,485.60 and authorize the City Manager to increase the <br />contract amount, if necessary, up to 10% above the original contract amount. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Sustainability <br />BACKGROUND <br />In 2018 City staff attended several Redwood Oaks Neighborhood meetings to talk to the residents about <br />ongoing nuisance storm water that ponds in several areas around the neighborhood. About one third of <br />the neighborhood is considered to be substandard, which means it does not include any sidewalk, curb, <br />gutter, or a storm water system. The cost of installing those improvements for the entire unimproved area <br />is prohibitively expensive, and would not be possible without creating a new improvement district. In <br />addressing the nuisance storm water, staff spent some time after a storm event identifying several <br />locations that could be improved to capture the storm water and either infiltrate it or direct it to a storm <br />system. Five locations in total were discussed with the neighborhood, and ultimately the residents <br />decided that Oakwood Drive was the preferred location for the improvements. <br />City staff worked with the design consultant firm, BKF Engineers, Inc., to design the project and saw this <br />project as an opportunity to use green infrastructure improvements as a lower cost alternative to <br />Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />17 <br />
