S.C. - Page 1 of 4 /<�ik Redwood CitylCallifornia Faunded 1867 A,&/ DATE: March 23, 2020 SUBJECT STAFF REPORT To the Honorable Mayor and City Council From the City Manager Award of construction contract for Winslow Street, Bradford Street, and Allerton Street Pedestrian Enhancements Project RECOMMENDATION By motion, approve, and authorize the City Manager to execute the contract documents and award the standard form contract for the Winslow Street, Bradford Street, and Allerton Street Pedestrian Enhancements Project to GradeTech, Inc. of San Ramon for their bid of $324,440.00 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded. STRATEGIC PLAN GUIDING PRINCIPLE Transportation BACKGROUND On November 9, 2015, the City Council approved the development project at 550 Allerton Street, a 6 - story, 69,846 sq. ft. office building. As a part of the Engineering Division conditions of approval, the project was required to enter into an agreement with the City for off-site improvements at the intersection of Winslow Street, Bradford Street, and Allerton Street. The improvements include a continuous sidewalk along Winslow Street, closing vehicle access to Winslow Street from Allerton and Bradford Streets, bulb - outs, street trees, and striping. These improvements will provide for safer crossings for bicyclist and pedestrians through what is currently a large uncontrolled intersection. On July 5, 2017, the Agreement to Fund Required Improvements (the "Agreement") was executed with the developer, which laid out terms for the developer to pay its fair share and to prepare design drawings for the project.
