S.C. - Page 2 of 4 <br />designing, permitting, and constructing the project, estimated to be $104,731.73, with $13,995.73 funding <br />the design and $90,736.00 funding the construction of the improvements. The Agreement also laid out <br />terms wherein the City was required to return the funds if the improvements were not constructed five <br />years from the date of execution. The funds have been paid, and the plans and specifications were <br />prepared by BKF Engineers and used for the bidding of this project. <br />ANALYSIS <br />The project consists of the following improvements: <br />1) Demolition and removal of existing pavement <br />2) Clearing and grubbing <br />3) Concrete curb, gutter, sidewalk, curb ramps, bulbouts <br />4) Storm drain inlets, manholes, reinforced concrete pipes, and other drainage modifications <br />5) Excavation, backfill, and compaction <br />6) Asphalt grinding and overlay <br />7) Pavement delineation and roadway markings <br />8) Existing utility box/cover adjustment to final grade <br />9) Restoration of existing improvements <br />The four bids received at the bid opening on March 4, 2020, are summarized in the table below. <br />Bidder <br />Bid Amount <br />1 Grade Tech, Inc. <br />$324,440.00 <br />2 Golden Bay Construction, Inc. <br />$408,642.00 <br />3 FBD Vanguard Construction, Inc. <br />$421,615.00 <br />4 Sposeto Engineering, Inc. <br />$423,787.50 <br />Engineer's Estimate <br />$340,000.00 to $400,000.00 <br />The low bid of $324,440.00 submitted by Grade Tech, Inc. is 5% percent lower than staff's estimate of <br />$340,000. Staff recommends awarding the contract to GradeTech, Inc., as they are the lowest responsive <br />and responsible bidder. The contract is based on the City's standard form construction agreement with <br />limited revisions. <br />Construction is expected to begin at the beginning of April 2020, and conclude within 75 calendar days. <br />The City will give notice to all residents, businesses, and community organizations that might be affected <br />by the construction.
