S.F. - Page 1 of 24 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 23, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Housing Element Annual Progress Report for 2019 <br />RECOMMENDATION <br />From the City Manager <br />By motion, accept the 2019 Housing Element Annual Progress Report (APR) and authorize the City <br />Manager to submit the APR to the State of California in compliance with Government Code Section 65400 <br />(Administration of General Plan). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />In 2014, Redwood City adopted the 2015-2023 Housing Element, which describes the Regional Housing <br />Needs Allocation (RHNA) assigned to the City and identifies a variety of programs and policies to meet the <br />City's housing needs. <br />State law requires that cities submit an APR to show annual efforts towards meeting the RHNA, as well as <br />work completed on housing programs identified in the Housing Element. The City has historically <br />submitted the APR to the State, although it was not previously required of Charter cities such as Redwood <br />City. State law, now applicable to Charter cities, also requires that the City Council review the report and <br />submit it to the State by April 1, 2020.
