S.H. - Page 2 of 21 <br />upcoming regulatory requirements (e.g., Fleet, Underground Service Alert Locates, Storm Water Business <br />Inspections). <br />ANALYSIS <br />HiperWeb has shown their ability to deliver a functional work order and asset management system for <br />PWS. Staff is confident that HiperWeb can continue to provide standardized and custom software that <br />will cater to the needs of both operations and management staff, and integrate with other software <br />applications. <br />This amendment includes funding for the implementation of Fleet maintenance operations in HiperWeb, <br />which will enable more streamlined reporting for PWS under a single asset and maintenance management <br />system, as well as reduce operating costs through the elimination of software licensing fees for multiple <br />software applications. The proposed amendment also includes scope for integration with the City's new <br />utility billing software, TrueBill, currently being implemented, as well as integration with the Underground <br />Service Alert (USA) One -Call Center, USA -North. <br />The City's current utility billing system has an integration with HiperWeb to process meter changes. This <br />same functionality will be integrated with TrueBill along with additional integrations with HiperWeb to <br />process other service requests related to utility billing and customer support. <br />Recent changes in State law will require utility operators like Redwood City to provide a positive response <br />to excavators who call USA -North (a.k.a. 811, Call before you dig) informing them when underground <br />utilities have been marked. Integrating Hiperweb with USA -North will simplify and automate the positive <br />response messaging, and also allow PWS to prioritize and manage utility locating more efficiently. <br />In an effort to further improve efficiency, staff proposes an amendment to the current HiperWeb <br />agreement (currently in year four of a five-year agreement) to integrate these systems so that current <br />processes may be maintained, manual processes may be replaced by automated processes, regulatory <br />requirements may be met, and standalone software systems may be eliminated. <br />FISCAL IMPACT <br />As the scope of work for the agreement is proposed to be augmented to include additional services by <br />HiperWeb, additional funds in the amount of $85,960 will be required over the course of the agreement. <br />If approved, the total cost of the agreement (Years One — Five) would be for an amount not to exceed <br />$274,900. HiperWeb would replace the existing AssetWorks agreement (except for the FuelFocus <br />component). The resulting annual cost savings from eliminating AssetWorks would be $20,760. This figure <br />would partially offset the additional amount. <br />Of the additional $85,960 in expenditures, $69,960 would be allocated during the current fiscal year. The <br />remaining balance would be allocated the following year as -needed from various Public Works Services <br />operating funds.
